Integration of Foreign Workers Is Becoming a Key Business Priority

The Croatian labor market is undergoing significant changes. A growing shortage of workers, particularly in tourism, construction, logistics, and service industries, has led to increased employment of foreign workers. Today, foreign employees represent an important part of Croatia’s economy, and their role is expected to continue growing in the years ahead.

This topic was at the center of the panel discussion “The Future of Employment: Integration as a Function of Sustainable Business”, held during the presentation of the CroWork platform.

Integration Is More Than an Administrative Process

The panel brought together experts from the fields of human resources, organizational development, and education:

  •  Anja Rubčić (Inicijativa Education Center) 

The discussion was moderated by Sanja Petek Mujačić from Spring+shift.

The speakers agreed that the integration of foreign workers can no longer be viewed solely through administrative procedures and work permits. Employers today face a new challenge: how to build an inclusive workplace culture where all employees feel welcomed, valued, and able to contribute their full potential.

Language as the Foundation of Successful Integration

One of the central topics of the panel was Croatian language learning.

As moderator Sanja Petek Mujačić emphasized:

“Language enables communication, communication facilitates connection, connection creates teamwork, and teamwork leads to better business results.”

According to industry experience, only a small percentage of foreign workers actively learn Croatian, despite the fact that language skills significantly improve workplace communication, task understanding, and overall sense of belonging.

For employers, this presents an opportunity. Supporting language learning can improve employee satisfaction, strengthen team cohesion, and reduce staff turnover.

Integration Begins Before the First Working Day

Marina Jurić highlighted that successful integration starts long before a new employee arrives at work.

Understanding the cultural and professional background of candidates allows employers to design better onboarding programs and identify areas where additional support may be needed.

However, real integration happens in everyday situations:

  •  Communication with colleagues and supervisors 
  •  Housing and daily life arrangements 
  •  Learning the local language 
  •  Participation in team activities and workplace culture 
  •  Building connections within the local community 

Inclusive Workplace Culture Is Becoming a Competitive Advantage

The panelists agreed that organizations investing in employee integration achieve stronger long-term results.

Respect for diversity, open communication, quality onboarding, and a willingness to learn from one another create an environment where employees are more likely to stay, develop professionally, and contribute to organizational success.

Integration should not be treated as a one-time activity. It is an ongoing process that requires commitment from employers, management teams, and employees alike.

CroWork: Connecting Employment and Integration

The event also introduced CroWork, a platform for job advertising and foreign worker integration in Croatia.

CroWork aims to facilitate direct communication between employers and candidates while providing additional support through:

  •  Croatian language education 
  •  Integration workshops 
  •  Practical guides for living and working in Croatia 
  •  Resources that help newcomers navigate onboarding and everyday life 

Founder Olga Berezina explained that the idea emerged from her own personal experience of integrating into Croatian society and her desire to make that journey easier for others.

The Future of the Labor Market Depends on Successful Integration

The conclusion of the panel was clear: the integration of foreign workers should not be viewed as a short-term HR project or an expense.

Instead, it should be recognized as a strategic investment in:

  •  Business sustainability 
  •  Workforce stability 
  •  Employee satisfaction and retention 
  •  The development of an inclusive society 

As Croatia’s labor market continues to evolve, organizations that successfully combine recruitment, onboarding, and integration will be best positioned for long-term success.
